Excerpt: The tenth anniversary of the Goldwater- Nichols Department of Defense Reorganization Act of 1986 focused attention largely on that law’s most apparent and positive aspects. Much good has derived from it. The Nation has enjoyed a string of successes in war and in military operations other than war. The law increased cooperation and interoperability among the services, improved professional military education, and unified the national military command structure.
In 1992 the Government of Colombia initiated an educational voucher program for secondary education. Its aim is to increase the transition rate from primary to secondary education by addressing one of the constraints faced by poorer students -- the shortage of space in public schools, especially in large cities. The program does this by tapping into the capacity of private schools which were already enrolling 40 percent of students at that time.1 Now five years after it ...

These tiny devices could be the revolution’s enabling technology.
Excerpt: One cannot look across the long, seemingly endless rows of crosses and Stars of David that dot the cemeteries at Omaha Beach, St. James, and elsewhere in Europe and the Pacific without a sense of the terrible cost of victory in World War II. The cold stone memorials underscore the ages of those whose lives war cut short at eighteen, twenty, twenty-four, thirty years—men who never again saw their families and homes. And as each year passes fewer and fewer visitor...

Excerpt: In the 1970s and 1980s, it was commonly assumed that terrorist use of weapons of mass destruction (WMD) would be counterproductive because such an act would be widely condemned. “Terrorists want a lot of people watching, not a lot of people dead,” Brian Jenkins (1975: 15) opined. Jenkins’s premise was based on the assumption that terrorist behavior is normative, and that if they exceeded certain constraints and employed WMD they would completely alienate themsel...
Excerpt: The Armed Forces have come a long way in understanding centers of gravity and critical vulnerabilities. The former are equated to strength; the latter to weakness. As stated in The Joint Staff Officer’s Guide, multiple centers of gravity may exist on a given level of warfare and change during a campaign, sometimes unexpectedly when an enemy shifts “the weight of its attack, thus uncovering or relying on a previously unforeseen center of gravity.”
